Unlocking the Value of Scotland’s Public Sector Data
The Unlocking the Value of Data programme aims to unlock the value of Scotland’s public sector personal data - when used with or by the private sector - to deliver benefits for Scotland.
The Scottish public sector has rich data sets that, if made available in trustworthy, ethical ways, can provide opportunities for the private sector to use personal data innovatively to realise social and economic value.
Under the direction of an Independent Expert Group, chaired by Professor Angela Daly of Dundee University, the programme will develop high-level principles and guidance that Scottish public bodies can adopt and operationalise within their respective sectors.
The aim of this guidance will be to enable ethical, lawful, and confident decision-making by public sector data controllers for this type of data use.
These outputs will be co-produced with stakeholders, including the public, industry, third sector, civil society organisations, and practitioners who hold and/or seek access to data in the public interest.
The direct participation of the public will be essential in shaping this work. Involving the public in decision-making about data governance is fundamental to addressing legitimate concerns about how personal data is used and to embedding best practice that will command public trust and confidence.
