This paper presents the results of a review and thematic analysis of 47 AI ethics guidelines. The Montreal AI Ethics Institute argues that in order for ethical AI to live up to its promise, future guidelines must better account for harmful AI business practices, such as overly speculative and competitive decision-making, ethics washing, and corporate secrecy.
